22 Years Later, Modders Are Still Evolving SimCity 4

More than two decades since its 2003 release, SimCity 4 remains a beloved city-building game—thanks to a passionate modding community that continues to breathe new life into it. On YouTube, fans showcase custom-built interchanges, advanced rail systems, and sprawling cities—features never included in the original game.

The game’s modding potential was evident early on, with built-in tools allowing players to add custom content. Communities formed around sites like Simtropolis and SC4 Devotion, where enthusiasts exchanged buildings, ideas, and tools. Over time, players went beyond the original design, unlocking hidden or unfinished features and repurposing them into something new.

One standout example is the “real highway” mod, born from an unused dirt road entry in the game’s database. This mod enabled custom highway widths and interchanges. Inspired by it, modder Tarkus later became the lead developer of the Network Addon Mod (NAM), which now includes a massive array of transport features like new rail systems, pedestrian malls, and roundabouts. NAM is still actively developed, with version 49 released in March 2025.

Contributors like civil engineer Lucario Boricua and modder Matias93 explain that early modding revolved around deciphering complex databases. Over time, modders gained limited access to the game’s source code—thanks to a developer’s release and a 64-bit macOS port—which opened doors to deeper modifications, including bug fixes and new systems via custom DLLs.

Despite lacking modern modding tools, the community’s passion endures. For many, it’s about the complexity of the simulation, the camaraderie, and the opportunity to build on years of legacy. As Boricua says, “We’re standing on the shoulders of giants—doing revolutionary things that redefine what’s possible.”
