NDIS support budgets are changing from 1 October: what participants need to know

Changes to some National Disability Insurance Scheme support budgets began on 1 October 2026, with reductions to be introduced progressively over the next 12 months as plans are created, reassessed or renewed.

The changes affect two support categories: Social, Economic and Community Participation and Improved Daily Living Skills. They do not mean every NDIS participant will see an immediate change on 1 October, and a number of supports within those categories are specifically excluded.

When do the NDIS budget changes apply?

According to the National Disability Insurance Agency, the reductions apply to new and reassessed plans from 1 October 2026. For plans that are simply renewed, the changes begin from 1 February 2027.

The Australian Government says participants can continue using their existing plan and supports until their plan is reassessed or renewed. Participants are expected to be notified ahead of that process.

Which support categories are affected?

The two categories identified by the NDIA are:

  • Social, Economic and Community Participation
  • Improved Daily Living Skills

The NDIA says the effect will vary between participants because plans are based on individual goals, circumstances and support needs. The official 1 October notice does not set out one universal percentage reduction applying to every participant.

Which supports are not affected?

Importantly, the NDIA says several groups of supports within the affected categories are excluded from the reductions. These include employment supports, disability-related health supports, high-intensity supports, intensive and complex behaviour supports, customised and wearable technology, and hearing services.

The agency also says other parts of participant plans are not affected by these changes. It lists essential day-to-day supports such as help with eating and drinking, dressing, toileting, laundry, cleaning, nursing care and medication, as well as home and vehicle modifications, personal mobility equipment and specialist disability accommodation.

Can participants challenge the reduction?

The NDIA states that the support-budget reduction itself is not a reviewable decision. However, participants can still ask for a plan reassessment or plan variation where there has been a significant and ongoing change in circumstances.

Examples given by the NDIA include changes to a participant’s ability to complete daily activities, living arrangements, education or employment circumstances, or the informal supports available to them.

New pathway for people with high support needs

A new plan-variation pathway is also available for some participants who receive 24-hour disability support.

The NDIA says a participant can ask for a variation where the combined budget for Assistance with Daily Life, Home and Living, and Assistance with Social, Economic and Community Participation is $215,030 or more, and the participant receives 24-hour funded NDIS supports for needs arising directly from the impairments through which they access the NDIS.

The broader 2026 NDIS legislation also provides for this pathway as part of the transition to the new funding arrangements.

What participants should look for at their next plan event

For most participants, the practical trigger will be the next time a plan is created, reassessed or renewed. The key questions are whether funding sits within either of the two affected categories, whether a particular support is on the NDIA’s exclusion list, and whether there has been a significant and ongoing change in circumstances that could support a reassessment or variation request.

Because the changes are being introduced progressively rather than as a single across-the-board cut on 1 October, two participants with similar plan dates may experience the transition at different times.
